The device contains dielectric elements connected in globe-shaped construction (2, 3), the distribution of dielectric inside which corresponds to the distribution of dielectric constant in the Luneberg lens. The construction contains a central dielectric element executed in the form of a globe, and dielectric elements in the form of radially oriented pins fixed to the globe and forming peripheral part of the construction.
