PURPOSE: A guiding apparatus and arranging method of steel cords is provided to maintain tension of the steel cords uniform and minimize surface damage of the steel cords enhancing bonding performance by having the optimal array and structure of guide rolls and the steel cords. CONSTITUTION: Release reels(A-01,B-01,C-01...) have at least two layers and rows. Inter-layer discriminating rotary rolls(1-6) for guiding steel cords from the release reels(A-01,B-01,C-01...) have the same number of layers as the release reels and are separated into two parts along the length. The steel cords from the inter-layer discriminating rotary roll(1-6) pass inter-layer locating rolls(7-12). The inter-layer locating rolls(7-12) have the same number of layers as the release rolls, and surface grooves(21) formed in the peripheral direction. Settling rolls(13-18) are installed as succeeding the inter-layer locating rolls(7-12), have the same number of layers as the release rolls, and can be freely rotated. The settled steel cords in the layers are rearranged in a support roll(19). A tension roll(20) adjusts tension of the steel cords released from the support roll(19).
