PURPOSE: An air-conditioning controller of a vehicle and its method are provided to feel the best comfort by detecting a passenger's sensibility and by controlling air-conditioning based on the detected sensibility. CONSTITUTION: An air conditioner comprises an infrared camera to photograph a passenger's thermal distributed state inside a vehicle and a main control unit having an algorithm to comfortably air-condition according to the detected thermal distributed state. Air-conditioning is automatically performed. A solar radiation, an indoor temperature, an outdoor temperature, a temperature of an evaporator; a temperature of a coolant, a position of a damper and so on are detected. A passenger's thermal distributed state is detected with an infrared camera. A temperature difference and a temperature distribution about the detected temperatures and the thermal distributed temperature are calculated. A blower and a damper are driven automatically or maximally according to the calculated temperatures.
