PURPOSE: A payment apparatus and a method using an IC card are provided to use in a self car washing machine, a vending machine and a vehicle repairing machine and enable a user not to have coins and perform a coin exchanging by inputting points to a potable IC card having a durability. CONSTITUTION: The IC card(1) includes a secret number and points therein. A card battery charger(10) sets the secret number of the IC card(1) and charges points by reading the secret number. A card reader(20) outputs an operating signal to a device as a vehicle repairing machine(for example, a tire air injection unit) etc.. The IC card includes a circuit board made of durable and hard synthetic resin. An integrated circuit chip of the circuit board is protected by providing upper and lower protecting plates at the upper and lower portions of the circuit board. The circuit board of the IC card(1) has the integrated circuit chip at the center portion thereof, and has a plurality of copper plates one side portion thereof, and has a wiring for connecting the integrated circuit chip to the copper plate one to one.
