PURPOSE: A micro path regulating method of flat waveguide element using UV ray is provided to radiate UV ray to parts having defective characteristics due to the unstability and design error in a fabrication technique to regulate a path difference, thereby obtaining a required output. CONSTITUTION: A portion(10) of flat waveguides(9,10) to which a UV ray isn't radiated except a portion(9) to be radiated by the UV ray is shielded by a mask(11). The refraction factor of the portion(9) radiated by the UV ray is increased by a photosensitive effect, thereby making the speed of the light passing through the portion(9) to be slower and lengthening the differential length between optical paths. Therefore, the division ratio or coupling ratio on respective terminal in output site is increased or suppressed in accordance with wavelength.
