TIME-VARYING IMAGE PROCESSOR, ITS METHOD, AND RECORDED MEDIUM

An information collecting section (2) reads coded time-varying image data from an information storage section (1), decodes part of the data, extracts for each frame the number of moving vectors and their sizes, areas whose correlations with the preceding and succeeding frames are low, and outputs the scene-change information, i.e., the extracted data to an evaluation function calculating section (3). The evaluation function calculating section (3) calculates the value of a predetermined evaluation function from the scene change and outputs the value to a scene-change determining section (4). The scene-change determining section (4) compares the value with a threshold and determines the frame of scene change. A scene-change information storage section (5) holds scene-change information used for the determination.
