A method for objective identification which includes personal access tags capable of transmitting user personal access identification data to a vehicle transponder capable of combining the user data with a carrier signal, transmitting that signal containing the data to a mobile reader having a receiver for detection of a returned signal from a vehicle transponder, transmitting that data to a base unit for processing. The system of the present invention includes a transceiver for generating a modulated or unmodulated radio frequency interrogation signal, a receiver for detection of a returned signal from a vehicle transponder and a signal processor for processing the returned signal. A demodulator within the mobile reader extracts data and transmits collective data to the base unit for processing. A personal access tag contains the user information to be downloaded to the vehicle transponder. A base unit will process the information for general use.
