A steel plate built-in waveform resin pipe manufacturing apparatus and a manufacturing method thereof provides inner cover resin at a constant pressure and speed through an inner cover resin induction pipe. A steel plate built-in waveform resin pipe manufacturing apparatus comprises a metal reinforcement plate conveyer(12) which transfers a metal reinforcement plate(2) formed by the coil molding machine(11); a lower winding extrusion nozzle which is fastened to a tertiary support plate; a lower winding extruder(16) which supplies the lower winding inner cover resin to the lower winding extrusion nozzle through a lower winding inner cover resin induction pipe; an upper winding extrusion unit(17) which supplies the upper winding outer cover resin(B) between the metal reinforcement plate and a compression roller(17a); and a pair of spacing rollers which moves the lower winding inner cover resin induction pipe between the metal reinforcement plates.
