A prepaid cellular telephone vending machine has a housing and currency receiving and verification apparatus. A cellular telephone housed in the machine receives an activation signal from the machine upon sufficient currency having been received to purchase a telephone. The activation signal is adapted to initiate activation of the telephone for use, and the telephone is provided with a telephone number and a predetermined usage time. Once activated, the telephone is dispensed from the machine ready to use. The telephone is preferably constructed with minimal functionality to decrease manufacturing cost, and to receice an electromagnetic signal from the vending machine for polling and activation. A system for recycling telephones includes reprogramming a returned telephone for use by either the previous user or a new user.
