PROBLEM TO BE SOLVED: To optimize the operation of a waterwork plant on the basis of potable-water demand prediction, and to conduct the support of the decision making of plant operation to an operator or to realize not only support but also complete automation operation. SOLUTION: The wide-area optimum water operating device for the waterwork plant has a plant-data storage means 23, in which at least a part of all data regarding the operation control of the waterwork plant is stored, a demand prediction means 24 predicting a potable-water demand in future and obtaining a potable-water demand predictor, a water-conveyance optimum operation plan arithmetic means 25 preparing a water-conveyance optimum operation plan smoothing the quantity of purified water conveyed from a water purification plant so as to stably supply the potable-water demand required in waterworks in proper quantities on the basis of the potable-water demand predictor obtained by the demand prediction means 24, and an in-water- purification plant optimum operation plan arithmetic means 26 preparing an in-water- purification plant optimum operation plan optimizing operation in the water purification plant on the basis of the water-conveyance optimum operation plan prepared by the water-conveyance optimum operation plan arithmetic means 25.
