PROBLEM TO BE SOLVED: To obtain an electrostatic latent image developing toner having good transferability to an image support and capable of retaining high image quality over a long period of time by using resin particles obtained by a polymerization method by which a polymerizable monomer constituting the resin particles and a polymerization initiator are added by a time parallel system. SOLUTION: Resin particles and colorant particles are subjected to salting-out and fusion to obtain the objective electrostatic latent image developing toner. The resin particles are obtained by a polymerization method by which a polymerizable monomer constituting the resin particles and a polymerization initiator are added by a time parallel system. In a developing device used for forming an image, AC voltage having a DC component is applied from a power source 51 to a developing sleeve 41 and a high oscillating electric field is formed in the gap between the developing sleeve 41 and a photosensitive drum 10. A toner is released from a carrier by the high oscillating electric field, files and generates a toner cloud. Flight toward a latent image on the photosensitive drum 10 is caused and a toner image is formed on the drum 10.
