PROBLEM TO BE SOLVED: To cut off the conduction of heat to the utmost without lowering the strength of a building member and increasing the thickness of a material. SOLUTION: A heat insulating composite sheet is formed by laminating a low moisture permeable sheet to the single surface or both surfaces of a heat insulating sheet 2 consisting of pulp fibers 3, air bubbles 4 and a binder resin 5. This composite sheet is strong even against compression, does not generate no lowering of heat insulating properties with the elapse of time during use and can develop good heat insulating properties. Further, the composite sheet can be more stably produced by compounding a thickening agent at the time of production.
