PROBLEM TO BE SOLVED: To obtain elastomer hardly suffering layer peeling and to produce a fluoroelastomer surface at low cost in a short time by forming one or more layers of the solution of fluoroelastomer and primer on a supporting base material and setting the layers as top coat layers. SOLUTION: A top coat elastomer layer 6 exists on one layer of a base material 1, an intermediate layer 3 provided if necessary or a base coat elastomer layer 4. It is preferable to use fluoropolymer as the elastomer material used for the layer 4 and the layer 6, and it is more preferable to use fluoroelastomer. In such a case, the fluoroelastomer is dissolved in an effective solvent and adhesive primer including vinyl siloxane is added, whereby the solution of the fluoroelastomer and primer is obtained, and one or more layers of this solution is formed on the base coat layer so as to obtain the top coat layer.
