PROBLEM TO BE SOLVED: To obtain a good image by fixing an unfixed toner image to a recording medium while saving power and at a high speed. SOLUTION: In this device, the recording medium P retaining the unfixed toner image T is heated at a 1st outside heater 30 before being inserted between a fixing roll 10 and a pressing roll 20 at temperature T1. The temperature T1 is temperature where the unfixed toner is almost melt softened. Furthermore, an inside heater 11 is provided inside the fixing roll 10 to heat its surface to TR that is temperature lower than T1. This temperature TR is a lower temperature. Thus, temperature rise of the roll is quick and the good image can be fixed at the high speed.
