PROBLEM TO BE SOLVED: To obtain an image of high image quality and enable transferring well to the recording medium with poor smoothness on its surface by providing an electrostatic latent image forming means forming a reversed toner image on an electrostatic latent image supporting body, a developing means forming a normal toner image on a developer supporting body by feeding liquid developer coated on the developer supporting body to the latent image surface and a transfer means transferring the normal toner image formed on the developer supporting body to a recording medium. SOLUTION: In this device, at least a surface part of a developing roll 41 is composed of a member provided with elasticity. Thus, developer can be transferred well since this surface part is elastically deformed to follow a surface of transfer paper 100 with pressing force between the surface of the developing roll 41 and the surface of the transfer paper 100 at a time of transferring. Furthermore, it is preferable that a value of hardness of the surface part of the developing roll 41 is designated to be <=70 when measured by JIS A type hardness meter.
