PROBLEM TO BE SOLVED: To improve the transportation resistivity characteristics by maintaining low the surface energy of the most surface of protection layer and simultaneously improving contact performance to cladding agent. SOLUTION: On a corona discharge processing stage 33 where a pair of facing electrodes 31 is embedded in a part corresponding to the periphery of a layer body 30 and an isolation sheet 32 is provided inside part of the facing electrodes 31, a layer body 30 constituted by layering fluorescent layer containing at least stimulable phosphor and a protection layer in turn on the support body surface is put facing the protection layer surface upward. The periphery of the layer body 30 is positioned above the facing electrodes 31 and an interval is given between the layer body 30 and the facing electrodes 31. The surface of the layer body 30 is scanned with a probe 34 of a print supporter to generate corona-discharge and periphery protection layer surface and the support body back surface of the layer body 30 are processed by corona discharge processing and the ends of the layer body 30 are sealed with cladding agent.
