PROBLEM TO BE SOLVED: To obtain a semicarbazide derivative that shows high compatibility to polycarbonyl compound and is useful as a curing agent for polycarbonyl compound by allowing a specific polyisocyanate to react with hydrazine or the like. SOLUTION: A urethane type polyisocyanate is allowed to react with hydrazine or the like to give a semicarbazide derivative of formula I [A1-A3 are each a 2-20 alkylene or the like; B is a triol residue that bears no OH group originating from a 1-20C aliphatic triol; i, j and k are each 0-50 and satisfy (i+j+k)>=1; X1-X3 are each formula II (R2 is a 2-20C alkylene or the like; R3 is H or a 1-20C alkyl; n is 0 or 1), formula III] or the chain terminal blocked body. This chain terminal blocked body bears at least one chain terminal blocked group represented by the formula: R8R9C=NR3N- (R8 and R9 are each H or a 1-20C alkyl or the like) originating from the chain terminal group: H2NR3N- in the formulas II and III.
