PROBLEM TO BE SOLVED: To save power by photoelectrically converting incident light from a field to a signal electric charge, transferring it in a vertical direction within a solid-state image pickup element and additionally transferring it in the horizontal direction so as to change at least one of the voltages of vertical and horizontal driving signals supplied from vertical and horizontal driving means in accordance with a photographic mode. SOLUTION: When a release shutter 140 comes into a half pressed state at the pick-up of the image of a field, a digital still camera 10 becomes a photometric control mode. In this case, a system control part 12 supplies 3.3 v to an H driver part 122 by switching a switching switch 152. Thus, the CCD 108 of an image pickup system 110A is driven by a horizontal driving voltage lower than that in the main photographing. After this, a user makes the shutter 140 into a fully pressed state with a desired photographic timing. The part 12 recognizes shifting to a still image photographing mode and switches the switch 152.
