PROBLEM TO BE SOLVED: To provide the subject apparatus capable of reducing both the number of parts and the cost by utilizing the parts for common use and further miniaturizing the apparatus by integrally installing three valves in a valve case of the apparatus for lowering at a slow speed. SOLUTION: This apparatus 20 for lowering at a low speed is arranged between a lifting and lowering valve connected to a hydraulic pump and a lifting and lowering cylinder and is integrally equipped with a stop valve, a slow return valve and a check valve in a valve case 20a of the apparatus 20 for lowering at the slow speed. At this time, the stop valve, slow return valve and check valve can be arranged on the same axial center and housed in a valve housing hole 27 bored in the valve case 20a.
