PROBLEM TO BE SOLVED: To obtain a hair growth agent producible from a natural plant as a raw material at a low cost, excellent in safety and capable of producing excellent hair growth actions while mitigating dandruff, pruritus, etc. SOLUTION: This hair growth agent comprises a rice bran extract liquid obtained by carrying out the extraction of a rice bran as a raw material with boiling water as an extracting solvent, a paper mulberry extract liquid prepared by conducting the extraction of a paper mulberry as a raw material with boiling water as the extracting solvent and/or a mulberry extract liquid obtained by carrying out the extraction of a mulberry as a raw material with boiling water as the extracting solvent. The hair growth agent is more inexpensive than a hair growth agent containing a synthetic chemical substance, excellent in safety and capable of mitigating dandruff or pruritus and causing excellent hair growth effects and can resultantly and suitably be utilized as a shampoo, a rinse, a hair growth tonic, etc., for promoting the hair growth and hair production.
