PROBLEM TO BE SOLVED: To obtain an oil-in-polyol type emulsion having good makeup characteristics, using a small amount of a surfactant and, on the other hand, comprising a large amount of a polyol without containing lecithin or a lecithin derivative. SOLUTION: This organogel composition in an emulsion state comprises an oily phase dispersed in a glycol phase by using a surfactant system. The surfactant system comprises at least one nonionic surfactant or a mixture of the nonionic surfactant capable of forming a lamellar phase in contact with the glycol phase and has a hydrophile-lipophile balance (HLB) within the range of 1-10. The glycol phase comprises glycerol and at least one kind of glycol and accounts for at least 30 wt.% based on the total weight of the composition. The weight ratio of the glycol phase/surfactant system is >=20.
