PROBLEM TO BE SOLVED: To provide a fire-preventing and smoke-preventing shutter which allows escaping persons to easily escape by holding a closed state from a air pressure and a high temperature caused by a fire and prevents spread of a fire and the diffusion of smoke by speedily and surely closing it after escaping. SOLUTION: As for a fire-preventing and smoke-preventing shutter 1 providing a fire escape door 3 at a fireproof screen 2 in an openable and closable manner to close the door 3 by overlapping it with the screen 2, long length seat panels 12, 13 to be weights are fixed to the lower part of the screen 2, a repulsive spring steel plate 14 is fixed to the lower part of the door 3, and the plate 14 is fixed to a short-length seat panel 15 integrally fixed with the panel 12 on the side of the rotary shaft of the door 3 with a hinge 19 with a spring. The screen 2 and the door 3 are provided with a Hook-and-Loop fastener 4 made of stainless for fixing these. Thereby, the door 3 is more strongly fixed by the fastener 4 when it is overlapped with the screen 2 by the repulsive force of the short-length member after escaping persons open the door 3 and escapes. Thus the door 3 in never opened by air pressure caused by the fire.
