PROBLEM TO BE SOLVED: To surely hold a neutral position of a flat cable in a rotary connector being used in a steering device of an automobile and connecting an outer case side with an inner case side rotatable relatively with it electrically using the flat cable having the flexibility. SOLUTION: This rotary connector is constituted in such a way that an intermediate part of a fixed pin 17 is locked in a hold part 12D of an inner case 12, a lower end of the fixed pin 17 provided with an engaging hole 17B and a slit 17C linking from the engaging hole 17B to a side face on one side in the vicinity of a central part is inserted into a storage part 11A of an outer case 11, and a locking pin 18 is inserted into the engaging hole 17B of the fixed pin 17 and the storage part 11A of the outer case 11 to regulate the rotation of both cases.
