PROBLEM TO BE SOLVED: To enable wiring work to be performed in a short time by wiring electric wires in a desired shape and by forming the wires into a desired shape after mounting an insulation displacement terminal to be connected to the wire onto a terminal block. SOLUTION: An electric wire-winding roller 9 is retained by a driving unit 3. A desired number of terminal blocks 12 are arranged at the position facing the diametric direction of the outside surface of divided cylindrical bodies 9c, which are rotated by driving a rotating shaft 9a, and a wiring unit 4 is moved in its axial direction. This causes an electric wire 11 to be wound on the circumference of the divided cylindrical bodies 9c and the wire is wound into a desired shape using the storing grooves of each terminal block. Then, after the roller 9 is removed from the driving unit 3, the wire 11 is set to the driving part of a terminal insulation displacement device. After insulation displacement terminals 13 are inserted into each terminal groove of the terminal blocks 12 and connected to the wire 11, the wire 11 is formed into a desired shape.
