PROBLEM TO BE SOLVED: To obtain a brush electrifier and a measuring instrument for the resistance value of conductive yarn used for the conductive brush bristles of a brush transfer device rotation type brush by adopting the constitution to allow the conductive yarn to travel at a prescribed speed, to pass specified current between a pair of electrodes and to measure the voltage value between a pair of the electrodes. SOLUTION: This instrument consists of a means for allowing the conductive yarn to travel at the prescribed speed, a means for passing the specified current between a pair of the electrodes and a means for measuring the voltage value between a pair of the electrodes. For example, this instrument is provided with a pair of the rod- shaped electrodes 22 and 24 formed in such a manner that the specified current I is passed thereto by a constant current source. A voltmeter 26 is disposed between a pair of the electrodes 22 and 24. Guide rollers 32 and 34 are disposed before and behind a pair of the electrodes 22 and 24, and a winding member 36 wound with the conductive yarn 18 is disposed in front of the guide roller 34. A drive roller 38 for winding the conductive yarn 18 is disposed behind the guide roller 34. The drive roller 38 is rotated at a specified speed by a motor 40.
