Provided is a technology which improves the adhesiveness between a biodegradable substrate film and a rubber-based pressure-sensitive adhesive layer. A pressure-sensitive adhesive tape is provided by a method comprising subjecting a surface of a biodegradable film (9) to a rubbing treatment by using a rubbing means (7) and then coating a liquid material for a pressure-sensitive adhesive layer to form a pressure- sensitive adhesive layer. The rubbing treatment results in the improvement of adhesiveness between the substrate film and the pressure- sensitive adhesive layer. When the liquid material for a pressure- sensitive adhesive layer is a rubber-based system, a primer having an organic compound as a solvent may be coated at first on a surface which has been subjected to a rubbing treatment to form a primer layer, followed by forming a pressure-sensitive adhesive layer. The pressure- sensitive adhesive layer may contain a filler, a colorant, an antioxidant and the like, as long as they do not adversely affect the biodegradability of the layer. It is desirable that a release film to be attached on the surface of the pressure-sensitive adhesive layer is also biodegradable.
