PURPOSE: To provide a film wrapping sealer providing uniform temperature distribution all over the whole area of a heater element disposed in the annular shape (accurately almost the annular shape). CONSTITUTION: A packaging film is sealed by using a heater element 2 provided on a fixed plate 1 of a wrapping cylinder and heat welding the film into the annular shape with a body to be packaged as a center in the constitution of a wrapping sealer. In that case, a spiral section 2a and a terminal section 2b of the heater element 2 are wrapped together in the laminate direction on a fixed plate 1, and the welding areas of the start section 2a and the terminal section 2b are provided overlappingly.
