PURPOSE: To make it possible to prohibit the illegal reproduction of a recording medium alone by recording identification data indicating that content data is subjected to cipher processing in the content data. CONSTITUTION: When a DVD 28 is set as the recording medium in a reproducing device 20 and a reproduction command of the content data is supplied from outside to a controller 27, a recording and reproducing head 21 moves and starts the reproduction of the contents data by reading the lead-in area of the DVD 28. The presence or absence of the cipher processing of the contents data read from the DVD 28 is discriminated. When the contents data is subjected to the cipher processing, the reproduction processing of the contents data is maintained and ended. If the contents data is not subjected to the cipher processing, a cipher processing is separated and detected from the contents data and the contents are discriminated by reading the CCI data read from the cipher processing and the identification data. As a result, whether the execution of the reproduction prohibition of the contents data is okay or not is decided.
