PURPOSE: A panel is provided to prevent dropping of a small piece or segmented piece due to a shock of an object of an obtuse angle to the panel by covering cores of respective strands by lapping. CONSTITUTION: The non-segmented panel comprises at least one network-like structure of strands embedded in a thermoplastic polymer material in such a manner that the strands are covered by lapping. The strands are disposed at a predetermined distance from a surface of the panel in plane parallel to one of the surface of the panel. A diameter of the strand is generally 0.2 to 3 mm, and a thickness of the panel is 3 to 30 mm. The core is made of a polyamide, polyethylene, polypropylene, a polyester, a polymer such as, for example, a polyethylene terephthalate or the like, a copper wire, cotton or the like. The lapping is executed by using a polyethylene, polypropylene, polytetrafluoroethylene, a polyester, or a polymer material such as, for example, a polyethylene terephthalate or the like.
