PROBLEM TO BE SOLVED: To ensure superior coatability and adhesiveness of a surface protecting layer and superior electrostatic characteristics by washing the surface of a photosensitive layer before the formation of the surface protecting layer when the photosensitive layer and the surface protecting layer are successively formed on an electrically conductive substrate to produce an electrophotographic photoreceptor. SOLUTION: When a photosensitive layer and a surface protecting layer are successively formed on an electrically conductive substrate to produce an electrophotographic photoreceptor, the surface of the photosensitive layer is washed before the formation of the surface protecting layer. The electrically conductive substrate is not particularly limited, a substrate known in the organic photoreceptor field may be used and a sheet or foil of aluminum, copper, iron or nickel formed in a drum shape is, e.g. used. A plastic film with such a metal vacuum-deposited on the surface or a plastic film or paper with a layer of an electrically conductive polymer or an electrically conductive compound such as indium oxide or tin oxide formed on the surface by coating, vacuum deposition or sputtering may also be used.
