PROBLEM TO BE SOLVED: To prevent artificial and temporal costs from being generated in a decentralized environment type system by automatically performing management such as the continuous holding and deletion, including the judgements therefore, of distributed software at a distribution base. SOLUTION: In this system, a terminal device 20 as a distribution source for software to other terminal devices 30, 31... is provided with a storage means 21 which holds the software to be distributed, a transmitting means 20a which distributes the software, and a version managing process means 20b which manages the distribution history of the software by holding the version number of the distributed software over a predetermined number of generations and deletes software regarding an unheld version number exceeding the generation number from the storage means 21 in such a case.
