PROBLEM TO BE SOLVED: To provide a shift control device for an industrial vehicle to couple a hydraulic clutch, having a forward low speed, to a torque converter even when shifting operation from reverse to a forward high speed is effected by a driver in a state that a running speed is below a given speed. SOLUTION: Even when, under a state that the running speed of an industrial vehicle is below a given speed, a shift switch 12 is shifted from a reverse range R to a forward first speed range F2, working oil is fed to a hydraulic clutch for a forward low speed, and a hydraulic clutch for a forward low speed is coupled to a torque converter. This constitution performs smooth forward running acceleration of the industrial vehicle and improves the working efficiency of conveyance.
