PROBLEM TO BE SOLVED: To provide high quality without picture quality deterioration due to a smear. SOLUTION: A light diffusion element 17 is installed near a movable diaphragm 3 in an image pickup lens 1. A light diffusion element driver 18 is driven by adjusting it to the exposure of a CCD image pickup element 5 and the reading of a signal and the diffusion characteristics of the light diffusion element is changed. Thus, image pickup reducing a smear can be executed. The use of a high speed shutter where exposure time falls under smear limit exposure time is inhibited, a warning is issued by a sound emitting buzzer when time falls under smear limit exposure time and the setting of a diaphragm value is changed.
