PROBLEM TO BE SOLVED: To allow a sending-out device to send out the sending-out schedule of program relative data and the program relative data so as to allow a reception device to complete downloading by the time when the program relative data are needed. SOLUTION: A program information generating means 107 gives the identifier of necessary program relative data, a notice information generating means 105 generates download notice information including the sending-out schedule of the program relative data, and a sending-out means 112 sends it out. A reception device 102 changes sending-out operation as the time when the program relative data are necessary comes close. A download reserving means 119 of the reception device 102 reserves the downloading of the necessary program relative data which are described in program information.
