PROBLEM TO BE SOLVED: To decrease a number of parts for a muffler for internal combustion engine, resulting in simplification of construction and decrease in manufacturing cost. SOLUTION: A fixed portion 81 is formed on the top portion of a valve disc 8. This fixed portion 81 is fixed to an inner peripheral surface of an inner pipe 7. A portion between the fixed portion 81 of the valve disc 8 and the center section is formed to be a wave-like portion 82. A flat plate portion 83 is formed at a portion below the wave-like portion. The wave-like portion 82 is constituted of a plurality of concave and recess stretching in parallel to the fixed portion 81, by bending the valve disc 8 at a fixed pitch. By employing this structure, the wave-like portion 82 is made elastically deformable so that the flat plate portion 83 displaced in the axis direction of the inner pipe 7.
