PROBLEM TO BE SOLVED: To prevent the yellowishing caused by the reaction with a silver electrode and to realize high transmittivity by including Sb2O3 in the glass powder included as a component of a material for forming a dielectric layer. SOLUTION: 0.01-20% of Sb2O3 is preferably included in glass powder for the comformance with a thermal expansion coefficient of a glass plate, the baking at 500-600 deg.C, high breakdown voltage characteristic, high transparency by low foamability, and the retention of the reactivity and water-proof characateristic of an electrode necessary for a dielectric. In a case of a silver electrode, the yellowishing of the dielectric layer and the blackening in a glass manufacturing process can be prevent, and the material can be used also for a transparent dielectric layer of a front glass board having a Cr-Cu-Cr electrode, an address protective dielectric layer of a back glass board, and the barrier ribs. To further inhibit the yellowishing, at most 10% of SnO2, or at most 3% in total of CuO, P3O5 CeO2 and TiO2 can be optionally added. The glass powder has preferably an average grain size of 3μm and the maximum grain size of 20μm, and BaO, CaO, Bi2O3, ZnO, B2O3, SiO2, PbO2 or the like can be also used.
