PROBLEM TO BE SOLVED: To provide a valve driving device with the simple structure for excellently controlling the flow rate from the initial condition in the case of starting. SOLUTION: This control valve is provided with a compression coil spring 27 having the energizing force set smaller than the energizing force of a compression coil spring 17 and for energizing a spool 15 to a diamagnetic attraction side so that a space between an opening 14a and an opening 14b is cut by a little lap 16 in the case of starting an engine and that discharge of the oil, which is leaked from a lag side hydraulic control chamber 21 and flows into a spark-advance side hydraulic control chamber 22, to a tank 19 is prevented. With this structure, in the case of starting the engine, oil is filled in both the lag side and the spark-advance side hydraulic control chambers 21, 22, and flow is controlled so as to maintain the pressure balance between both the hydraulic control chambers. Consequently, generation of hammering noise by a collision of a vane member with a lag side stopper due to the vibration of the vane member in relation to a housing member can be prevented.
