PROBLEM TO BE SOLVED: To facilitate the regulation of the cushioning force of a damper device with a simple structure by providing a highly elastic resin such as urethane or rubber on the movable contact surface of a movable shaft so as to cause a cushioning effect by the contact resistance at the time of the movement of the movable shaft. SOLUTION: A movable shaft 1 is rotatably mounted on a fixed part 4, and a highly elastic resin 3 is attached to a prescribed position forming the rotating movable contact surface 2 of the movable shaft 1. At the time of the rotation of the movable shaft 1, a cushioning effect is caused by the contact resistance generated by the highly elastic resin 3. In the assembling of such a damper device, the highly elastic resin 3 is fitted on the protruding part 5b of a base member 5, the recessed part 7a of a pressing part 7 is fitted to the protruding part 5b from the outside, and the movable contact surface at the tip of the pressing part 7 is allowed to abut on the highly elastic resin 3 to arrange the movable shaft 1. A fitting collar 6a is inserted to the collar piece 5a of the base member 5 while fitting a fixing member 6 on the shaft part 8 of the movable shaft 1, and a gear body 9 is fitted onto the shaft part 8.
