PROBLEM TO BE SOLVED: To provide a data communication system that can distribute radio terminal stations to other radio base stations and enhances a utilizing efficiency of a radio medium without the need for special processing to the radio terminal station. SOLUTION: A transmission rate is set externally to a notice information transmission rate storage section 13. This transmission rate reflects a selection state of a radio base station by a radio terminal station. A transmission frame generating section 11 that receives notice information of a transmission object applies processing to the notice information to configure a radio packet specified by the system. A transmission rate control section 12 acquires the transmission rate set to a notice information transmission rate storage section 13 when the transmission object is the notice information and designates it as a transmission rate of the notice information to a transmission processing section 14. The transmission processing section 14 broadcasts the notice information at the designated transmission rate.
