PROBLEM TO BE SOLVED: To more naturally compress luminance. SOLUTION: A luminance signal generation part 110 generates a luminance signal Y from an RGB signal. A luminance signal passes through a BPF (band pass filter) 120 allowing a specific frequency component to pass through and divided into respective areas by a level comparator 130 which judges the level of the luminance signal and controls area gates 140-1, 140-2, 140-3,..., 140-n provided corresponding to the respective areas. The luminance signal of the divided specific frequency components integrates an absolute value by integrators 150-1, 150-2, 150-3,..., 150-n provided in each area. A microcomputer 160 calculates the compressibility of each area in accordance with an integration value calculated by each area. Multipliers 170-1, to 170-3 compress the RGB signal based on the calculated compressibility.
