PROBLEM TO BE SOLVED: To provide a voltage controller whose manufacturing cost can be reduced and in which the distortion of an output voltage waveform at the moment of tap switching can be reduced. SOLUTION: In this voltage controller 1, plural taps T1X, T2X,...TnX are provided in the X phase of the primary side exciting wire of a transformer T and plural taps T1Y, T2Y,...TnX in the Y phase. The taps can be switched by semiconductor switches (called as SSR in the following) SSR1, SSR2,...SSRn. A control part 12 controls the operation of electromagnetic contact units MC1 and MC2 and semiconductor switches SSR1, SSR2,...SSRn, A reactor L is connected between the X phase and the Y phase of a primary side exciting wire of the transformer T.
