PROBLEM TO BE SOLVED: To enable humidity control by a method wherein a configuration with which gas-liquid contact fillers are immersed into an upper water tank is contrived to change an amount of suction of cooling water from the water tank according to a water level inside the water tank. SOLUTION: Gas-liquid contact fillers 10 for heat exchange suspended from an upper water tank 11 comprise integrally forming wet layers 13 having a water-absorbing property on front and back surfaces of a plastic sheet base material. The water tank 11 has a configuration with a trough section and an opened upper part and is fitted approximately horizontally into an approximately upper part of the gas-liquid contact fillers 10 penetrating thereto. Parts of the gas-liquid fillers are immersed into liquid inside the water tank 11. As a result, a water level of the liquid W inside the upper water tank is changed according to humidity and an amount of absorption of the liquid onto the fillers are adjusted. Then an air current passing through among the fillers is brought into direct contact with the liquid flowing down on a top surface of each of the fillers by gravity in a right-angled flow, and the humidity of the air current is corrected and adjusted.
