PROBLEM TO BE SOLVED: To provide a device for generating a desired concatenation signal by controlling the clock reloading operation of a slave circuit based on control information from a master circuit and forming intra-device data of desired transmission speed with both output data of the master circuit and the slave circuit. SOLUTION: A control signal synchronizing a clock reloading operation is given to a clock reloading slave circuit SLV from a master circuit for clock reloading MST, namely, the writing address 13 of head data of a payload except for an overhead part in the frame of line data (1 to 24 CH) is given to a writing processing part 7 from a writing processing part 2. The lead address 14 of head data on the payload is given to a reading processing part 1 from a reading processing part 5. Intra-device data which is not in concatenation specification but which is at desired transmission speed is obtained as a concatenation signal by both output data of the master circuit MST and the slave circuit SLV.
