PROBLEM TO BE SOLVED: To provide a device and a method for automatically controlling communication network quality and a recording medium recording the method with which a mechanism is provided for making sufficient an environment to describe the application service quality of electronic contents and a specified application service quality in a common information structure. SOLUTION: Application service quality information 308 is generated from display control information 115 and a display quality 205 showing the quality thereof and service quality information 309 of a communication network expressing a transfer quality on the communication network based on the generated application service quality information and a parameter 310 for controlling inter-application communication are provided. Corresponding to the service quality information 309 of the communication network, the selection of a communication system, the control of the service quality on the communication network and the setting/control of a communication network terminal are performed and corresponding to the parameter 310, the control of inter-application communication is performed.
