PROBLEM TO BE SOLVED: To further improve the sensitivity of a radiation image conversion panel without sacrificing resolution by laminating, on the surface of one end of a fiber optic plate(FOP), a phosphor layer where particles of phosphors are scattered in a bonding agent and a reflection layer where a light-reflecting material is scattered. SOLUTION: In this image conversion panel 1, a multifiber made by bundling up numerous single glass fibers 5, for example, is cut into a plate shaped like a rectangular parallelepiped to form an FOP 4. A phosphor layer 3 where particles of phosphors are scattered and a reflecting layer 2 where a light- reflecting material is scattered are laminated on the surface of the end of the FOP 4 in order of mention and they are integrated into one body. When the panel 1 is used, the side of the layer 2 is irradiated with X rays penetrating a subject after the surface (surface not in contact with the phosphor layer 3) of the FOP 4 is pasted on a charge-coupled device(CCD). Then, the X-ray image of the subject converted into visible light in the phosphor layer 3 is received by the CCD to reproduce the X-ray image.
