PROBLEM TO BE SOLVED: To improve the quality of a still picture by suppressing the occurrence of dark edge caused by a contour correcting processing for improving resolution feeling. SOLUTION: A contour correcting signal generation part 13 extracts high frequency components from an inputted picture signal 11 to output a contour correcting signal consisting of pre-shoot and over-shoot. The contour correcting signal from the part 13 is restricted to avoid becoming equal to or lower than a prescribed negative limit level by a limiter 4. The output signal of a limiter 14 is amplified by a gain adjusting part 15, and the amplified contour correcting signal and the signal 11 are added by an adder 16. By increasing the gain of the part 15 compared with 0, the signal 11 is added with the contour correcting signal to correct a contour and a picture signal made to be equal to or higher than the limit level is outputted on the negative side of the output signal. Thus, the generation of a black edge is suppressed to improve the quality of a still picture.
