PROBLEM TO BE SOLVED: To simply and efficiently manages the state where file data are recorded in a recording area by providing a counter array, which matches a recording unit array divided into minimum units of recording, in the recording area wherein the file data and a file recording management table are recorded. SOLUTION: A user data area has its recording state managed by sectors which are recording units of a disk or units (block) 311 which are an integral multiple of the sectors. One counter 321 is provided for each block 311 and a counter array constituted matching an array of blocks 311 is prepared as a recording state counter table 320. All the counters 320 are initially set to 0 and each time file data are newly recorded or a file is composed of part of file data which are already recorded, 1 is added to the counter corresponding to the block 311 where respective file data are recorded.
