PROBLEM TO BE SOLVED: To improve workability of a solution extracting work. SOLUTION: A solution extracting device 81 is constituted, in such a way that a sealed space 90 communicated with an extracting port 71 is formed of a main body 82 of the device 81, which is screwed on the outer peripheral section of the extracting port 71 and a rotating shaft 85, which can be rotated integrally with a plug 72 in a state where the shaft 85 is clamped to the plug 72, by rotatably supporting the shaft 85 with the main body 82 via an O-ring 84, and a vacuum pump 93 is connected to the sealed space 90 through a stop valve 92. In addition, an extracting container 96 which is maintained in a vacuum state via a stop valve 95 is connected to the space 90.
