PROBLEM TO BE SOLVED: To enable a guard state setting device which uses an IC card to indicate that the IC card is not inserted correctly and completely and request correct operation with a visual or auditory message if an operator does not insert the IC card correctly and completely and leaves it in a card holder in a temporarily clamped state. SOLUTION: A switch 20 for card detection which is normally open is provided inside the periphery of an insertion slot for IC card. When the IC card is inserted into the insertion slot, the switch 20 for card detection is closed and if a start switch 12 is not closed since then in a specific time, e.g. 10 seconds, a controller 13 judges that the IC card is not inserted correctly and completely, visually displays a warning message, such as 'Insert the card completely.', prompting the further insertion of the IC card at a display part 2, and instructs a voice synthesis part 21 to outputs a vocal warning message of the same meaning.
