PROBLEM TO BE SOLVED: To stably increase and keep the quantity of electric charges on a developer by forming an electrostatic charge adjusting layer containing a siloxane crosslinked acrylic resin obtained by crosslinking and hardening an alkoxysilyl-containing acrylic copolymer on the surface of the contact part of a supporting member brought into contact with a developer support. SOLUTION: An electrostatic charge adjusting layer 12 is formed on the surface of the contact part of a supporting member 11 brought into contact with a developer support to obtain the objective developer layer forming member 1. The electrostatic charge adjusting layer 12 is formed using a siloxane crosslinked acrylic resin obtained by crosslinking and hardening an alkoxysilyl-containing acrylic copolymer. By the action of the electrostatic charge adjusting layer 12, the quantity of electric charges on a developer carried on the surface of the developer support is made appropriate, the frictional force of the surface of the contact part of the developer layer forming member 1 is lowered to reduce damage to the developer and the fusion of the developer on the surface of the developer layer forming member 1 is prevented as much as possible. The appropriate quantity of electric charges on the developer is stably kept over a long period of time.
